Jim Hopper was the Chief of Police in Police in the town of Hawkins in Netflix show Stranger Things. In Season 3, Jim is tasked with accessing his feelings after Joyce Byers tells him to have a heart to heart chat with Eleven. He wrote out a big speech and planned to speak to Mike that they are spending too much time together but he just couldn’t do it. He did his speech his own way, which was probably the wrong way.
